California’s Low Cost Auto Insurance (CLCA) Program is designed to help good drivers who have trouble affording automobile insurance qualify for low cost liability plans that meet the requirements for insurance coverage in the state.
Eligibility for CLCA
This program is open to California residents who:
- Are at least 19 years old
- Own a vehicle worth less than $25,000
- Have a valid state driver’s license
Individuals must also meet certain income guidelines. A single person household must make less than $29,425 per year. A household of two must make less than $39,825; and less than $60,625 for a family of four.
California state residents who qualify must insure all drivers in their home under the CLCA program. Through the program, those eligible may ensure up to two vehicles per driver. The basic program includes the minimum amount of coverage that you need to have in the state to drive legally: up to $10,000 per person in case of bodily injury or death, up to $20,000 per accident in case of bodily injury or death, and up to $3,000 for property damage.
To apply, you can go to the state website here. You’ll need your driver’s license, current vehicle registration, and at least one proof of income statement. These can include an income tax return, payroll stub, or qualification letter or card for California Employment Development Department (EDD), Medi-cal or Medicaid, LIHEAP Low Income Home Energy Assistance, California LifeLife, CalWorks, or CalFresh.
Upon acceptance into the program, you’ll need to pay your initial deposit via credit or debit card (20 percent down with seven installment payments thereafter). The full cost of coverage varies by your county of residence.
